Panchayat Empowerment & Accountability Incentive


•It is a central sector scheme aimed at incentivization of States for devolving funds, functions and functionaries (3Fs) to Panchayats and incentivization of Panchayats to put in place accountability systems to make their functioning transparent and efficient.

•The scheme is 100% centrally funded.

•State Governments/UTs are ranked on a Devolution Index which measures the extent of devolution of 3Fs by States to Panchayats.

•Based on the index, the best performing states and panchayats have been incentivized since 2011.

Sabki Yojana, Sabka Vikas:-

During the campaign, structured Gram Sabha meetings will be held for preparing Gram Panchayat Development Plan for the next financial year 2019-2020.

•It will involve people at the grassroots while preparing structured gram panchayat development plans, along with a thorough audit of the works done in the last few years.

•It covers 250,000 gram panchayats across the country.

•Under the campaign, the gram panchayats will have to publicly display all sources of funds collected and their annual spending, along with future development initiatives.

•Gram sabha meetings will be made mandatory where trained assistants related to all 29 sectors assigned to gram panchayats, according to the 11th schedule of the constitution, will have to be present.

Rashtriya Gram Swaraj Yojana:-

•The programme aims to strengthen panchayat level governance by providing training and capacity building of elected representatives of Panchayati Raj Institutions.

•It is functioning in districts which do not receive Backward Region Grant Funds.

Mahatma Gandhi Sarbat Sehat Bima Yojana :- Launched by Punjab Government Health insurance scheme It incorporates Ayushman Bharat or Pradhan Mantri Jan Arogya Yojana (PMJAY), Centre’s health insurance scheme for poor. ■ SAHAKAR MITRA SCHEME The Union Ministry for Agriculture has launched Sahakar Mitra: Scheme on Internship Programme (SIP). □ ABOUT :- ◇ An initiative by the National Cooperative Development Corporation (NCDC), the cooperative sector development finance organization. ◇ Aims to help cooperative institutions access innovative ideas of young professionals while the interns will gain experience of working in the field to be self-reliant. ◇ Scheme is expected to assist cooperative institutions to access new and innovative ideas of young professionals. ◇ Professional graduates in disciplines such as Agriculture and allied areas, IT etc. will be eligible for an internship. ◇ Professionals who pursuing or have completed their MBA degrees in Agri-business, Cooperation, Finance, International Trade, Forestry, Rural Development, Project Management etc. will also be eligible. ◇ Each intern will get financial support over a 4 months internship period.

Environment

 ■ MANDARIN DUCK :- ◇ A rare Mandarin duck was observed floating in the Maguri-Motapung beel (or wetland) in Assam’s Tinsukia district. ◇ IUCN status: Least Concerned. ◇ Considered the most beautiful duck. ◇ First identified by Swedish botanist, physician and zoologist Carl Linnaeus in 1758. ◇ The eBird website, describes it as a “small-exotic looking bird” native to East Asia. ◇ The migratory duck breeds in Russia, Korea, Japan and northeastern parts of China.
